Position: Project Manager

Work context

The position is foreseen within the framework of the EC funded Somalia Urban Development Programme, being implemented by UN-HABITAT (Implementing Partner) in partnership with a number of International Agencies and INGOs. The Project Manager will be recruited by UNA (one of the INGO programme partners) to follow some components within the programme related to:

(1) Basic Service and Infrastructure Delivery (sanitation, waste management);
(2) Support to development and management of Municipal Assets;
(3) Support to Local Economic Development and,
(4) Municipal Financial Management (particularly regarding revenue collection mechanisms).

The position will be full time, field based (in Somalia) and will involve travelling extensively within the different Regions (North East, North West, South and Central) in which the programme will be implemented, working, and having a high level of interaction with the programme partners and beneficiaries. Essential skills

Proved professional experience (at least 5 years) in the sector of Urban Development/Service Delivery in developing Countries.
University degree in Engineering/Architecture is an asset.

The position will be filled by a candidate with a professional background in Urban Management and having particular expertise in technical and managerial aspects related to service delivery and asset management.

S/he will have the requisite skills, and proven experience in field based training (theoretical and on-the-job) and project management, and proficiency in participatory approaches and community mobilisation.

S/he will have good cross-cultural communication skills and good organisational, monitoring and reporting skills.

S/he will have experience working in developing countries, ideally in conflict/post conflict situations.

Previous experience in EU funded projects. Good knowledge of EU administrative rules and procurement procedures.
Very Good verbal and written communication skills in English

DESIRABLE COMPETENCIES
Working knowledge of the Somali context.
Ability to write proposals (very strong asset).
Diplomacy and good interpersonal.
Efficient, results-based and services oriented.
Excellent organization skills
Good knowledge of Italian language.

JOB DESCRIPTION
The person responds to the HQs UNA Desk Officer. In reference to the project aims, s/he will have to be responsible of:

  • Ensuring overall implementation of UNA components in the programme
  • Acting as focal person for UNA and providing direct input into implementation and organisational guidance and supervision of all the related activities.
  • Maintaining a direct contact and a continuous dialogue with the implementing partners, local stakeholders and beneficiaries on programme components,
  • Undertaking technical assessments and analysis of needs related to UNA components
  • Overseeing the development of related technical manuals
  • Implementing related field based training (theoretical and on-the-job)
  • Providing technical support to and oversight of the undertaking of related local projects
  • Coordinating and ensuring the timely provision of required technical expertise/inputs from the team of technical consultants that will support him/her in the implementation of UNA components.
  • Recruiting and coordinating the inputs of the local assistance (local associations, NGOs, local contractors etc.) to work with the project team to facilitate practical implementation of project components
  • Undertaking first level administration related to UNA components.
  • Preparing required technical reports for UNA components.

Providing, where required, technical input and field based support to all the other components of the programme being undertaken by programme partners, working in close liaison with the entire programme team to facilitate the provision of this input.
